First I did a mock-up using pipe cleaner:
 
I then framed my real base around the shape of the pipe cleaners and just kept building on to it. The bridal mesh crown provided an excellent base to attach just about everything to:

Next came the 'waves'. I was happy with the shape and how they sat but once I began adding fabric and then beads to the frame it couldn't hold up against the weight. I should have used a heavier gauge wire. One of those things you just don't know is going to happen until it's nearly done and then it's too late.
